States increasingly have to face problems of how to deal with major public goods issues such as environmental degradation, over exploitation of natural resources and emissions abatements. For policy makers this gives rise to a number of issues. Among these are—What is the best basis for environmental policy? How is welfare to be understood? How are the competing aims of different groups or countries to be accommodated? What would be a reasonable basis for cost sharing? How are the claims of different generations over the world's resources to be balanced out? What do we do about things like uncertainty, risk and possible catastrophes?
