Twenty first century projects are complex because goals are unclear; stakeholders are dispersed and have multiple views; requirements are volatile and poorly understood; and assumptions are likely to change over the duration of the project. Therefore, solutions need to be novel, multidisciplinary and adaptive to ever changing conditions.
